RELATING TO THE ISSUANCE OF PENSION OBLIGATION BONDS.

Authorizes the issuance of pension obligation bonds to fund the employer contributions of the State and counties to the employees' retirement system to reduce unfunded actuarial accrued liability.  Appropriates funds for payment of the employers' contribution to the employees' retirement system.

RELATING TO EMPLOYER-UNION HEALTH BENEFITS TRUST FUND.

Allows individual beneficiaries enrolled in a Hawaii employer‑union health benefits trust fund health benefits plan to opt out of any requirement to purchase prescriptions by mail order.

RELATING TO THE PAYMENT OF EMPLOYEES' RETIREMENT SYSTEM BENEFITS.

Provides for the payment of state retirement system benefits on a monthly basis by direct deposit to a financial institution account.

RELATING TO VOCATIONAL REHABILITATION.

Expands duties of the rehabilitation unit and providers of rehabilitation services.  Allows employer to terminate temporary total disability benefits when the employee is able to return to work and is enrolled in a non-approved plan.

RELATING TO SEPARATION INCENTIVES.

Authorizes the state executive branch to offer a voluntary severance or a special retirement incentive benefit to state employees who elect to voluntarily separate from service when their positions are identified for abolishment or when they are directly affected by a reduction-in-force or workforce restructuring plan; extends to other jurisdictions the option to provide a special retirement incentive to their respective employees under a reduction-in-force or a workforce restructuring plan.

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
