PROPOSING AMENDMENTS TO THE CONSTITUTION OF THE STATE OF HAWAII TO CREATE THE OFFICE OF THE SECRETARY OF STATE. Establishes the Secretary of State, an elected position, to serve as the nonpartisan administrator of elections.

RELATING TO THE GOVERNANCE OF ELECTIONS. Restructures the governance system of the Office of Elections to create greater accountability by placing the Secretary of State in charge of elections.

PROPOSING AMENDMENTS TO THE HAWAII CONSTITUTION RELATING TO THE BOARD OF EDUCATION. Amends the Hawaii Constitution to provide for a Board of Education to be appointed by the Governor, as provided by law. (HB2376 HD1)

RELATING TO EDUCATION. Requires Board of Education members to be nominated and, by and with the advice and consent of the Senate, appointed by the Governor from lists of qualified candidates presented to the Governor by the Board of Education Selection Advisory Council. (HB2377 HD1)

RELATING TO GAMING. Authorizes the Hawaiian Homes Commission to allow gaming on Hawaiian Home Lands and to designate specific Hawaiian Home Lands parcels for the purposes of establishing casino gaming operations. Creates the Hawaii Gaming Commission to regulate casino gaming operations. Imposes a wagering tax on gross receipts of casino gaming operations and provides for distribution to the general fund and Hawaiian Home Lands Trust Fund. (HB2759 HD1)

PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION TO PERMIT GAMBLING IN THE STATE. Proposes to add a new section to article XVI of the state constitution to permit gambling in the State, in accordance with law.

RELATING TO THE UNIFORM CHILD ABDUCTION PREVENTION ACT. Establishes comprehensive child abduction prevention law. Lists factors to determine risk of abduction, and establishes measures courts may include in order to prevent abduction both before and after issuance of child custody decrees. RELATING TO CAMPAIGN FINANCING. Updates, organizes, and clarifies current campaign financing laws.

RELATING TO CAMPAIGN FINANCING. Amends law relating to ballot issue committees. Defines automated phone call and requires certain information to be stated at the beginning of such phone calls. Amends the definition of advertisement. Repeals the campaign spending commission's authority to adopt a code of fair campaign practices as part of its rules. Requires advertising notices and disclaimers to be included on every web page that contains an advertisement.

· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
