RELATING TO MOTOR VEHICLE DRIVER LICENSING. Requires applicants for driver licenses and instruction permits to submit proof that the applicant is legally in the United States. Further requires driver licenses or instruction permits of legal nonimmigrants to expire no later than the date of the legal nonimmigrant's authorized period of stay in the United States. Allows Director to adopt rules. Effective 01/11/2010. (HB134 HD1)

RELATING TO COASTAL ZONE MANAGEMENT. Increases the threshold amount between special management area minor permits and special management area permits.

RELATING TO THE UNIFORM ADULT GUARDIANSHIP AND PROTECTIVE PROCEEDINGS JURISDICTION ACT. Establishes rules to determine which state has jurisdiction in guardianship and conservatorship cases where person has contacts with more than one state.

RELATING TO CAMPAIGN FINANCING. Updates, organizes, and clarifies current campaign financing laws.

RELATING TO CAMPAIGN FINANCING. Amends law relating to ballot issue committees. Defines automated phone call and requires certain information to be stated at the beginning of such phone calls. Amends the definition of advertisement. Repeals the campaign spending commission's authority to adopt a code of fair campaign practices as part of its rules. Requires advertising notices and disclaimers to be included on every web page that contains an advertisement.

RELATING TO ELECTIONS. Provides that it is unlawful for persons exempt from competitive solicitation for State or county contracts to make contributions to candidate committees, noncandidate committees, or candidates or to knowingly solicit contributions from any person for any purpose. Permits the establishment or administration of, or solicitation of contributions to, any noncandidate committee.

RELATING TO INVASIVE SPECIES. Prevents and reduces the intentional introduction and spread of invasive species by establishing and revising penalties appropriate to the harm caused by the intentional introduction and spread of invasive species to the economy, natural environment, and the health and lifestyle of Hawaii's people. RELATING TO COMPUTER SECURITY. Makes it a class C felony for an unauthorized user of a computer to cause installation of software through misrepresentation or deception. Authorizes the attorney general to seek civil damages and injunctive relief.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
