RELATING TO MORTGAGE FORECLOSURES. Requires foreclosing lenders to notify their mortgagors about credit counseling no later than thirty days prior to foreclosure; if promissory note and mortgage document are requested foreclosure is prohibited until they are provided; sets seventy per cent of fair market value of the property plus any senior liens or encumbrances as the fair and reasonable price for public auction of foreclosed property. Effective January 1, 2050. (SD1)

RELATING TO TRAUMA. Amends the definitions of "peer review committee" and "quality assurance committee" to include committees established by the department of health; permits the department of health to establish peer review and quality assurance committees to examine trauma care and provides those committees with statutory protection from discovery. RELATING TO ANATOMICAL GIFTS. Establishes that any response other than an express refusal by a person or persons authorized to amend or revoke a decision to make an anatomical gift will prohibit the amendment or revocation of the decision to make an anatomical gift. Effective December 1, 2050. (SD1)

RELATING TO CONTRACTORS. Subjects a contractor to revocation, suspension, or nonrenewal of its license for knowingly or intentionally employing a person on any project or operation who is not eligible to work in the United States under federal law. (SD1)

RELATING TO FIREWORKS. Establishes a cause of action to abate the illegal purchasing, selling, possession, setting off, igniting or discharging of fireworks. Allows the court to order the closure of any place used in violation of the fireworks law. Allows for the forfeiture of property used in violation of the fireworks law. Effective December 21, 2058. RELATING TO HEALTH CLUBS. Allows military personnel deployed outside the State on federal active duty to cancel or suspend health club membership at any time during the contract term under certain conditions. Requires pro rata refund of fees. (SD1).

RELATING TO TRAFFIC ACCIDENT INVESTIGATION. Requires the police department of each county to identify roadways most critical to free movement of persons and commerce and establish protocols necessary to coordinate major accident investigations, including immediately notifying the medical examiner in fatal accident cases. RELATING TO MOTOR VEHICLE DRIVER LICENSING. Requires applicants for driver licenses and instruction permits to submit proof that the applicant is legally in the United States (U.S.). Requires driver licenses or instruction permits of legal nonimmigrants to expire no later than the date of the legal immigrant's authorized period of stay in the U.S. Requires the Director of Transportation to adopt rules and establish a verification fee. RELATING TO COUNTIES. Expands county enforcement of traffic regulations on public streets, roads, or highways whose ownership is in dispute between the State and the county, and on private streets, highways, or thoroughfares, to include laws relating to county vehicular taxes, motor vehicle safety responsibility, traffic violations, use of intoxicants while operating a vehicle, motor vehicle insurance, motorcycle and motor scooter insurance, and odometers. Effective December 21, 2058. (SD1)

RELATING TO INVASIVE SPECIES. Prevents and reduces the intentional introduction and spread of invasive species by establishing and revising penalties appropriate to the harm caused by the intentional introduction and spread of invasive species to the economy, natural environment, and the health and lifestyle of Hawaii's people.
