Establishes an alternative public procurement process for the procurement of voting system equipment.  Effective upon approval and repealed on June 30, 2011.  (HB1901 HD2)

RELATING TO PRIMARY ELECTIONS.

Moves the date of the primary election to the second Saturday of August.  Requires nomination papers to be filed not later than 4:30 p.m. on the first Tuesday in June.  Effective January 1, 2011.  (HB2397 HD1)

RELATING TO GENERAL EXCISE TAX.

Precludes a taxpayer from using a general excise tax benefit, including exemptions, deductions, lower rates, or income splitting, unless the taxpayer follows all administrative requirements.  Creates trust fund liability for revenues collected by a business as a tax recovery.  Takes effect July 1, 2020.  (HB2595 HD1)

RELATING TO THE INTERMEDIATE APPELLATE COURT.

Extends intermediate appellate court judges’ express authority to subpoena witnesses, compel the production of evidence, and administer oaths.  Effective December 21, 2058.  (HB1992 HD1)

RELATING TO OFFENSES AGAINST PUBLIC ORDER.

RELATING TO ANIMALS.

Amends the definition of necessary sustenance to include a primary pet enclosure that provides shelter; safe construction to prevent injury; room to stand, sit, or lie down; and safe interactions with other animals.  Amends the definition of pet animal.  Defines primary pet enclosure.  Effective December 21, 2058.  (HB2725 HD1)

·         By Web: Testimony may be submitted online if less than 4MB in size, at http://www.capitol.hawaii.gov/emailtestimony.

 

·         In person:  1 copy of their testimony to the committee clerk, Room 219, State Capitol.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing. 

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
