NOTICE OF INFORMATIONAL BRIEFING

The purpose of this informational briefing is review the possible reduction to services in the preschool care and licensed family care arenas, pursuant to the proposed rule changes to the Department of Human Services' (DHS) Child Care Subsidy Program.

 

 A public hearing was held on November 23, 2009, where DHS first proposed a reduction in child-care subsidies for families with preschoolers.  On December 4, 2009, at the request of the DHS Director, a Joint Informational Briefing was held to review the proposed rule changes.

 

This briefing will allow the service providers to provide a proper assessment of consequences from the proposed reduction in subsidy for preschool care and licensed family care programs.  The stakeholders, legislators, administration, and public will be informed of the approximate number of preschool closures due to the reduction of child-care subsidies.  Moreover, stakeholders will provide recommendations for solutions to avert preschool closures.

 

The following organizations and/or individuals have been invited to participate:

 

The State Department of Human Services

 

Administrators and representatives of Hawaii's Preschools

 

Parents, Guardians, and Families affected by proposed reduction of preschool subsidies

 

Other related stakeholders

 

To ensure that all testifiers have adequate time to speak, please limit answers and comments to 10 minutes per State Department and Administration and 5 minutes for an individual or group.

Persons on the testifiers list wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

 

    Testifier's name with position/title and organization;

    The Committee the comments are directed to;

    The date and time of the hearing or briefing;

    Measure number; and

    The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing or briefing.
