The purpose of this informational briefing is to discuss the Healthy Start Program, which provides comprehensive home visitation, child development screening and intervention, as well as psychosocial assessment, and counseling to reduce child abuse and neglect.  Hawaii's Healthy Start Program has been recognized as a model for the rest of the nation to follow.

 

Recently, the Healthy Start program has been dramatically reduced from 13 program sites state wide to 2 program sites (1 on Oahu and 1 on the Big Island of Hawaii).

 

The Individuals with Disabilities Education Act (IDEA) is a United States federal law that governs how states and public agencies provide early intervention, special education, and related services to children with disabilities. It addresses the educational needs of children with disabilities from birth to age 21.

 

Despite its failure to comply with Part C of IDEA, substantial cuts were made to the Healthy Start program which provides services to at-risk families of children, newborn to three years of age.  The substantial cuts in the Healthy Start program make compliance with federal mandates under the IDEA even more difficult, leaving the State in a vulnerable position in its future dealings with the Office of Special Education Programs.

To ensure that all testifiers have adequate time to speak, please limit answers and comments to 10 minutes per State Department and Administration and 5 minutes for an individual or group.
