Requires nurses licensed in the state to complete 15 hours of continuing education during each two-year license period as a requirement for license renewal.

RELATING TO MEDICAL RESIDENCY.

Allows medical residents who are licensed to practice medicine in the State to practice medicine outside of their medical residency program hospitals or clinics.

RELATING TO THE PRACTICE OF NURSING.

Defines the practice of nursing; directs the state board of nursing to adopt certain provisions of the NCSBN Model Nursing Practice Act and Model Nursing Administrative Rules; delineates the scope of practice for registered nurses, licensed practical nurses, and advanced practice registered nurses; repeals Hawaii Administrative Rules relating to prescriptive authority for advanced practice registered nurses.

Prohibits a accident and health or sickness insurer, mutual benefit society, health maintenance organization, or dental service organization from requiring a dentist who provides services to its subscribers to accept a fee set by the accident and health or sickness insurer, mutual benefit society, health maintenance organization, or dental service organization unless the services are covered under the applicable subscriber agreement.

Clarifies telehealth as a practice of medicine.  Amends liability insurance provisions to allow for telehealth coverage under medical malpractice insurance.

RELATING TO NATUROPATHIC MEDICINE.

Removes the authority of the board of naturopathic medicine to establish examination standards for minor office procedures and a naturopathic formulary.

·         By Web: Testimony may be submitted online if less than 4MB in size, at http://www.capitol.hawaii.gov/emailtestimony.

 

·         In person:  1 copy of their testimony to the committee clerk, Room 215, State Capitol.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
