RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Removes most procedural requirements preliminary to hearings for evictions of tenants of public housing projects and requires instead the Hawaii public housing authority to submit written notice, in accordance with federal law, to delinquent tenants. Clarifies that for federal low-income housing, hearings shall be conducted by an eviction board. Effective 07/01/2099.

RELATING TO HOUSING. Creates an anti-speculation capital gains tax on profits from the sale of real property held for less than twenty-four months, with exceptions. Directs revenues to be deposited equally in general fund and rental housing trust fund. Effective 7/1/2050.

RELATING TO PUBLIC HOUSING. Amends criminal trespass in the first degree to include a person who enters or remains unlawfully in or upon the premises of a public housing project after reasonable request or warning to leave by housing management authorities. (SD2)

RELATING TO INTOXICATING LIQUOR. Prohibits possession of open liquor containers in public housing common areas and on public streets and sidewalks. Deems possession of an open liquor container in a sidewalk or common area of a public housing project as prima facie evidence of consumption of liquor. (SD1)

REQUESTING THE DEPARTMENT OF HUMAN SERVICES, IN COLLABORATION WITH THE DEPARTMENT OF TRANSPORTATION, DEPARTMENT OF TRANSPORTATION SERVICES OF THE CITY AND COUNTY OF HONOLULU, AND ANY OTHER AGENCIES OR ENTITIES NECESSARY, TO DEVELOP A PLAN TO RESOLVE ISSUES RELATED TO HOMELESS INDIVIDUALS LIVING IN ABANDONED VEHICLES.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
