RELATING TO MEDICAID ELIGIBILITY. Requires the department of human services to provide medicaid presumptive eligibility to patients who have been waitlisted for long-term care; and conduct a study of a computerized medicaid applications system; requires reports to the legislature.

RELATING TO QUEST HEALTH CARE PAYMENTS. Restores adult dental care under QUEST.

RELATING TO SENIOR CITIZENS. Creates and implements a Silver Alert Program to be operated concurrently with the Maile Amber Alert Program to the greatest extent possible.

RELATING TO LONG TERM CARE. Extends sunset date and reporting dates to legislature of long term care commission.

RELATING TO CHILD VISITATION. Permits family court to award reasonable visitation to grandparents if denial of visitation would cause significant harm to the child. Establishes presumption that visitation decisions by parent are in the best interests of the child. Presumption may be rebutted by a preponderance of the evidence. Identifies factors court may consider in awarding visitation.

RELATING TO CIVIL IDENTIFICATION. Requires nursing home administrator to make application for a state civil identification certificate on behalf of a resident of the nursing home who cannot appear in person due to infirmity.

RELATING TO FAMILY COURT. Establishes a program in the family court for the registration of child custody evaluators. Allows board of family court judges to adopt certification of child custody evaluators.

RELATING TO ECONOMIC OPPORTUNITY POVERTY REDUCTION TASK FORCE. Establishes a joint legislative economic opportunity poverty reduction task force to advance economic opportunity to reduce by at least 50% by 2020, the number of Hawaii residents, including children and families, living in poverty.

MAKING AN APPROPRIATION FOR GENERAL ASSISTANCE. Makes appropriation out of the emergency and budget reserve fund for the general assistance program.

MAKING AN APPROPRIATION FOR THE MAINTENANCE OF DOMESTIC VIOLENCE SHELTERS. Appropriates general funds for domestic violence shelters.

When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
