RELATING TO THE PRACTICE OF NURSING. Defines the practice of nursing; directs the state board of nursing to adopt certain provisions of the NCSBN Model Nursing Practice Act and Model Nursing Administrative Rules; delineates the scope of practice for registered nurses, licensed practical nurses, and advanced practice registered nurses; repeals Hawaii Administrative Rules relating to prescriptive authority for advanced practice registered nurses and amends the definition of "advanced practice nurse with prescriptive authority" to reflect this. RELATING TO BUILDING DESIGN FOR PERSONS WITH DISABILITIES. Allows the disability and communication access board to charge a fee to defray expenses of review of construction plans to ensure compliance with law. Establishes temporary fees until the board adopts permanent fees. Effective date 1/1/2050. (SD1)

RELATING TO PHARMACIST LICENSURE. Broadens the practical experience requirements for a pharmacist license to include experience obtained in U.S. territories and the District of Columbia. Removes the requirement that supervision must take place in a pharmacy. Broadens the experience requirements to relate to the practice of pharmacy. (SD2)

RELATING TO COMMUNITY HEALTH CENTERS. Appropriates moneys from the community health centers special fund to be used by community health centers in the State. Directs the administration and the department of health to release funds to the community health centers. Effective 07/01/2050. (SD2)

RELATING TO VITAL STATISTICS. Requires the clerk and real property assessment division of each county, at agreed upon intervals, to provide a list of names of all registered voters and individuals receiving real property tax exemptions to the department of health. Upon receipt, requires department to verify the date of death for any person on the list. Authorizes the department of health to charge fees for verifications. Effective 7/1/2099.

RELATING TO REMOTE DISPENSING PHARMACY. Clarifies the definitions of "remote dispensing machine" and "remote dispensing pharmacy". (SD1)

RELATING TO IMMUNIZATION. Authorizes the Department of Health to establish and maintain a single repository of immunization records to be designated as the "Hawaii Immunization Registry" in order to aid, coordinate, and help promote efficient and cost-effective screening, prevention, and control of vaccine preventable diseases, including pandemic influenza.

RELATING TO DRIVER LICENSING. Requires the examiner of drivers to design and implement a system for allowing license applicants to voluntarily indicate their blood type on a driver's license.

RELATING TO INTOXICATING LIQUOR VIOLATIONS INVOLVING MINORS. Establishes an immunity from prosecution for consumption of intoxicating liquor by a minor if the minor summons medical treatment for another minor who requires such treatment as a result of consuming liquor. Also applies to the intoxicated minor and one or two other minors assisting the summoning minor. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:

WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes. This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
If you require special assistance or auxiliary aids and/or services to participate in the House public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the Committee Clerk at 586-8515or email your request for an interpreter to HouseInterpreter@Capitol.hawaii.gov at least 24 hours prior to the hearing for arrangements.
