RELATING TO FUNDING FOR PARKING FOR DISABLED PERSONS. Increases the annual vehicle registration fee by $1, which will be deposited into the Disability and Communication Access Board Special Fund to cover the costs of administering parking for persons with disabilities. Repeals the deposit of application fees for the credentialing of interpreters into the Special Fund, and the use of Special Fund monies to cover the costs of administering the program for their credentialing. RELATING TO MEDICAL PROCEDURES. Requires that patients be informed of the amount of radiation exposure to the patient prior to obtaining consent to an x-ray or computed tomography scan.

RELATING TO THE DENTAL LICENSURE EXAMINATION. Provides the Board of Dental Examiners with the ability to determine which national examination to accept by no longer requiring that the American Board of Dental Examiners (“ADEX”) examination be the national examination that can be accepted for licensure.

MAKING AN EMERGENCY APPROPRIATION FOR HAWAII HEALTH SYSTEMS CORPORATION FOR OPERATIONAL COSTS. Provides emergency supplemental budget funding to ensure continuous delivery of critical health care services and for the payment of operational costs for HHSC; to fund the establishment of the Big Island Rural Interdisciplinary Program in the Hawaii Health Systems Corporation East Hawaii region.

RELATING TO HEALTH. Changes the name of the environmental health education fund to the sanitation and environmental health fund and allows the fund to be used for sanitation program activities. Increases threshold for deposit of excess fund into general fund.

RELATING TO ANATOMICAL GIFTS. Requires organ procurement organizations and transplant hospitals to procure and transplant medically suitable organs. Imposes administrative fines and loss of accreditation for failure to comply.

RELATING TO CONFIDENTIALITY OF FORENSIC MENTAL HEALTH EXAMINATION REPORTS. Requires courts to maintain mental health examination reports as confidential documents, subject to certain specific exceptions for limited distribution of the reports.

RELATING TO TRAUMA. Provide statutory protection from discovery for the Department of Health trauma care multiagency and multidisciplinary peer review and quality assurance committees.

RELATING TO IMMUNIZATION. Authorizes the Department of Health to establish and maintain a single repository of immunization records to be designated as the "Hawaii Immunization Registry" in order to aid, coordinate, and help promote efficient and cost-effective screening, prevention, and control of vaccine preventable diseases, including pandemic influenza.

RELATING TO NATUROPATHIC MEDICINE. Removes the authority of the board of naturopathic medicine to establish examination standards for minor office procedures and a naturopathic formulary.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes. This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
