RELATING TO DENTAL SERVICES. Prohibits a accident and health or sickness insurer, mutual benefit society, health maintenance organization, or dental service organization from requiring a dentist who provides services to its subscribers to accept a fee set by the accident and health or sickness insurer, mutual benefit society, health maintenance organization, or dental service organization unless the services are covered under the applicable subscriber agreement.

RELATING TO CONTINUING EDUCATION FOR NURSES. Requires nurses licensed in the state to complete 15 hours of continuing education during each two-year license period as a requirement for license renewal.

RELATING TO HEALTHY START. Creates the healthy start program; exempts healthy start program from the budget allotment system. Clarifies purpose of healthy start program.

RELATING TO PREMATURE INFANT HEALTH CARE. Requires the Department of Health to develop a plan to improve hospital discharge and follow-up care procedures for premature infants born earlier than 37 weeks gestational age to ensure standardized and coordinated processes are followed as premature infants leave the hospital.

RELATING TO THE FEDERAL DISPROPORTIONATE SHARE HOSPITAL FUNDS. Appropriates moneys for fiscal year 2010-2011 to match the federal disproportionate share hospital allowance allocated to the State; authorizes some appropriated funds to be used to obtain matching federal disproportionate share hospital allowance for prior fiscal year expenditures by the State.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST HAWAII PACIFIC HEALTH. Authorizes the issuance of SPRBs to assist Hawaii Pacific Health in financing, refinancing, and/or reimbursing costs related to the acquisition or construction of health care facilities.

RELATING TO HEALTH CARE DATA. Ensures that appropriate health care entities are able to receive lab data in electronic format to facilitate the use and development of health care exchange networks.

RELATING TO HEALTH SAVINGS ACCOUNTS. Establishes a task force to evaluate the current state of health savings accounts options in Hawaii's health insurance market and to explore ways to expand access to these accounts in Hawaii.

RELATING TO DRIVER LICENSING. Requires the examiner of drivers to design and implement a system for allowing license applicants to voluntarily indicate their blood type on a driver's license.

RELATING TO PRESCRIPTION DRUGS. Requires providers of accident or health and sickness insurance to base prescription drug coverage on a drug formulary or prior authorization requirements established and regularly updated by a drug formulary advisory board whose membership includes practicing physicians, pharmacists, and health care practitioners.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:

EMAIL: For comments less than 5 pages in length, transmit to hlttestimony@capitol.hawaii.gov.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes. This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
