RELATING TO THE SECURE AND FAIR ENFORCEMENT FOR MORTGAGE LICENSING ACT. Makes amendments to the application, licensing, and regulatory requirements of the Secure and Fair Mortgage Licensing Act. Establishes the mortgage recovery fund to protect consumers injured by violations of chapter 454F, HRS. Includes mortgage loan originator companies in the regulatory system established by chapter 454F. Authorizes the commissioner of financial institutions to hire temporary and permanent staff to effectuate the purposes of chapter 454F, HRS.

RELATING TO THE PERMITTED TRANSFERS IN TRUST ACT. Creates the Permitted Transfers in Trust Act to govern transfers of currency, bonds, and securities from a transferor to a trustee by means of an irrevocable trust instrument. Specifies that the rule against perpetuities does not apply to transfers pursuant to the Permitted Transfers in Trust Act. Effective July 1, 2020.

RELATING TO UTILITIES REGULATION. Appropriates moneys for the reorganization of the public utilities commission and the department of commerce and consumer affairs' division of consumer advocacy. Effective 7/1/2050.

RELATING TO PUBLIC ACCOUNTANCY. Requires peer reviews as a condition of certified public accountancy permits to practice.

RELATING TO MIXED MARTIAL ARTS. Includes amateur mixed martial arts under the regulation of mixed martial arts by the Department of Commerce and Consumer Affairs. Defines or redefines terms. Removes or lowers the event fees charged to a promoter. Removes the additional surcharge fees charged for a promoter's license renewal. Effective July 1, 2020.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
