RELATING TO SAFETY INSPECTION OF MOTOR CARRIER VEHICLES.

Conform sections 286-207 and 286-209, HRS to be compatible to the Federal Motor Carrier Safety Regulations (FMCSR) and avoid any type of sanctions levied by the FMCSA.

RELATING TO MOTOR VEHICLES.

Repeals obsolete provisions relating to annual motor vehicle registration.

Status

RELATING TO THE TAX LIEN AND ENCUMBRANCE RECORD.

Enables encumbrance of motor vehicle titles for outstanding judgments payable to the State or a county by allowing recordation in a county director of finance's "tax lien and encumbrance record" with an exemption for state or county agencies from paying the statutory fee.  Provides certain exceptions.

RELATING TO TRANSPORTATION.

Raises rental motor vehicle customer facility charge from $1/day to $4.50/day.  Appropriates funds out of the rental motor vehicle customer facility charge special fund for multiple purposes.  Effective upon approval.

RELATING TO THE ALOHA TOWER DEVELOPMENT CORPORATION.

Establishes a task force to determine the feasibility and economic impacts of abolishing the Aloha Tower development Corporation (ATDC) and transferring various functions of ATDC to the Hawaii community development authority and the department of transportation.  Requires a report.  Makes appropriation for continued consultant services for the Harbors Modernization Plan.  Effective upon approval.

RELATING TO HIGHWAY SAFETY.

Enacts the recommendations of the Ignition Interlock Implementation Task Force made pursuant to Act 171, Session Laws of Hawaii 2008.  Effective January 1, 2011.
