Makes appropriations for claims against the State, its officers, or its employees.  Effective July 1, 2050.

RELATING TO APPELLATE JURISDICTION.

Extends the repeal date for certain jurisdictional responsibilities of the appellate courts to June 30, 2014.

RELATING TO PUBLIC AGENCY MEETINGS AND RECORDS.

Allows courts to charge fees for certified copies of pleadings, orders, transcripts, and other documents.  Provides an exemption for state agencies, as may be limited by court rules.

RELATING TO TRAFFIC ABSTRACT FEE.

Increases the fee for a traffic abstract from $7 to $10 and increases the amount of the fee deposited into the general fund from $5 to $8.

RELATING TO INDEMNIFICATION OF COUNTY AGENCIES.

Requires the Governor to delegate to the Superintendent of Education the authority to agree to indemnify, defend, and hold harmless a county agency, its officers, agents, and employees, under certain circumstances, when the use of county property will be for a school purpose or function.

Status

PROPOSING AN AMENDMENT TO ARTICLE VII, SECTION 6, OF THE HAWAII CONSTITUTION, RELATING TO THE TAX REBATE REQUIREMENT.

Proposes a constitutional amendment to article VII, section 6 of the state constitution to authorize the legislature to determine whether excess funds should be used as tax refunds or tax credits to taxpayers of the State or diverted to the State's emergency and budget reserve fund.

RELATING TO THE TRANSFER OF HOMELESS PROGRAMS WITHIN THE DEPARTMENT OF HUMAN SERVICES.

Transfers homeless programs and services within the Department of Human Services by relocating the state homeless programs from the Hawaii Public Housing Authority to the Benefit, Employment, and Support Services Division.

RELATING TO HOUSING.

Allows grandchildren of elderly housing project residents to temporarily reside with the residents in certain family crisis situations.  Affords residents evicted for raising grandchildren-in-crisis in their housing project units, priority status to return to project housing.

Status

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION.

Requires the Department of Taxation to conduct periodic reviews of housing projects certified for a general excise tax exemption to determine whether the housing projects have met eligibility criteria.  Requires the Hawaii Housing Finance and Development Corporation to adult rules, including penalties for non-compliance, related to the exemption.  Effective July 1, 2050.

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
