MAKING AN APPROPRIATION TO THE HAWAII CIVIL AIR PATROL FOR OPERATING EXPENSES. Appropriates funds to the Hawaii civil air patrol for tsunami operations in Hawaii. Effective 7/1/2110.

RELATING TO CIVIL DEFENSE. Establishes within the civil defense agency a statewide communications interoperability coordinator. Effective 7/1/2050.

RELATING TO A MAJOR DISASTER TRUST ACCOUNT. Allows federal reimbursement moneys for disaster relief to be deposited into a trust account for future disaster relief. Prohibits lapsing into general fund.

RELATING TO ELECTRIC GUNS. Authorizes law enforcement officers of the Department of Public Safety and conservation and resources enforcement officers of the Department of Land and Natural Resources to use electric guns and related equipment while performing their duties. Effective July 1, 2050.

RELATING TO AN AUDIT OF CONTRACTS OF THE DEPARTMENT OF PUBLIC SAFETY WITH THE CORRECTIONS CORPORATION OF AMERICA AND THE FEDERAL DETENTION CENTER. Directs the auditor to conduct a financial and management audit of the Department of Public Safety's contract with the Corrections Corporation of America.

RELATING TO THE HAWAII STATE HOSPITAL. Requires the department of public safety to provide security at Hawaii state hospital. Requires a report from department of health, in collaboration with department of public safety, to the legislature on the plan for the provision of short- and long-term security for the needs of the forensic population of the Hawaii state hospital. Effective July 1, 2025.

RELATING TO VOLUNTEER MEDICAL ASSISTANCE SERVICES. Provides for medical expenses and immunity from liability for licensed medical personnel providing volunteer medical assistance services on behalf of the State or a county. Effective July 1, 2020.

RELATING TO LONG TERM CARE. Extends sunset date and reporting dates to legislature of long term care commission.

RELATING TO VITAL STATISTICS. Requires DOH, within six weeks of the last day of each month and at no charge, to provide each county's real property assessment division with a list of all persons age 18 and older whose deaths were recorded by DOH during the previous month. Effective July 1, 2020.

RELATING TO IMMUNIZATION. Authorizes the Department of Health to establish and maintain a single repository of immunization records to be designated as the "Hawaii Immunization Registry" to aid, coordinate, and help promote efficient and cost-effective screening, prevention, and control of vaccine-preventable diseases, including pandemic influenza. Effective July 1, 2050.

RELATING TO INSURANCE. Requires EUTF health benefits plans to allow enrollees to continue the same prescription drug coverage for current enrollees, and applies this provision retroactively to the 2009 EUTF open enrollment period. Prohibits the Department of Human Services from requiring its approval for a Medicaid or QUEST health plan to deliver services through telehealth, and from requiring in-person health care visits to qualify telehealth services for coverage under these health plans.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
