Establishes fees for permits, letters, and the registration of plants, animals, and microorganisms allowed entry into the state.  (HB2775 HD1)

RELATING TO HEALTH INSURANCE.

Mandates health insurance coverage for colorectal cancer screening based on the recommendations of the U.S. Preventative Service Task Force.  Requires health insurance providers in Hawaii to provide their insured with information about the risks of undiagnosed colorectal cancer and encourage their insured to consult with their physician about screening options.  (HB823 HD2)

RELATING TO THE UNIVERSITY OF HAWAII.

Increases to $5,000,000 the cap on the amount of expenditures that the UH Board of Regents can authorize from the UH Tuition and Fees Special Fund for the promotion of alumni relations and generation of private donations.  Effective July 1, 2050.  (HB2670 HD1)

RELATING TO COLLECTIVE BARGAINING.

Clarifies that EUTF contributions are a topic of negotiation in collective bargaining.  Stipulates that the arbitration panel shall render a final and binding decision on contributions to the EUTF.

PROPOSING AMENDMENTS TO ARTICLE VII, SECTIONS 12 AND 13, OF THE CONSTITUTION OF THE STATE OF HAWAII RELATING TO TAX INCREMENT BONDS.

Proposes amendments to the Constitution of the State of Hawaii to expressly provide that the legislature may authorize the counties to issue tax increment bonds.

RELATING TO THE UNIFORM ADULT GUARDIANSHIP AND PROTECTIVE PROCEEDINGS JURISDICTION ACT.

Establishes rules to determine which state has jurisdiction in guardianship and conservatorship cases where person has contacts with more than one state.  Effective December 21, 2058.

Status

RELATING TO THE UNIFORM CHILD ABDUCTION PREVENTION ACT.

Establishes comprehensive child abduction prevention law.  Lists factors to determine risk of abduction, and establishes measures courts may include in order to prevent abduction both before and after issuance of child custody decrees.  Effective 01/01/2050.

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
