RELATING TO PUBLIC EMPLOYMENT. Proposed HD2: Extends the enabling law for the voluntary employees' beneficiary association trust from 07/01/10 to 12/31/10 in order to provide for a better transition to the Hawaii employer-union health benefits trust fund. Appropriates funds for more staff for the Hawaii employer-union health benefits trust fund.

RELATING TO THE BUREAU OF CONVEYANCES. Requires registrar to provide adjoining landowner, upon request, any information of record relating to the management, control, and title of any public highway, waterway, or water course.

RELATING TO HEALTH. Requires hospitals to disclose infection rates; protects patient privacy rights. Effective December 21, 2058.

RELATING TO FERRIES. Requires the Department of Transportation to conduct a study on the feasibility of establishing a statewide ferry system and the Hawaii State Ferry System Authority for the operation of a ferry system between the islands.

RELATING TO PSYCHOTROPIC MEDICATION. Prohibits the Department of Human Services from imposing any restriction or limitation on the coverage for, or a recipient's access, to psychotropic medication prescribed by a naturopathic physician licensed in the state. Requires annual reports to include the cost and impact of naturopathic physicians prescribing medications that are not part of the existing formulary. Effective January 1, 2050.

RELATING TO IMPROPER PAYMENTS ELIMINATION AND RECOVERY. Mandates a financial management improvement program and additional reporting requirements for state agencies consistent with department of finance guidance.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
