RELATING TO PUBLIC LANDS. Authorizes the board of land and natural resources to extend a lease of public lands for commercial, hotel, resort, or industrial uses for 55 years upon a development agreement to improve the land.

RELATING TO PUBLIC LANDS. Authorizes the Department of Hawaiian Home Lands to extend leases of Hawaiian home lands for commercial or industrial uses for 34 years upon a development agreement to improve the leased land.

RELATING TO LANDS CONTROLLED BY THE STATE. Exempts the fee simple resale of individual dwelling units acquired by the Hawaii housing finance and development corporation pursuant to foreclosure or a buyback provision from legislative approval requirements.

RELATING TO LANDS CONTROLLED BY THE STATE. Restores the law with regard to non-ceded lands controlled by the State, to what it was prior to the passage of Act 176, Session Laws of Hawaii 2009.

RELATING TO COASTAL AREAS. Requires maintenance of public beach accesses by adjacent landowners and imposes penalties for noncompliance. Establishes shoreline access as a policy of the Coastal Zone Management Program. Effective November 1, 2010.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
