RELATING TO MOTOR VEHICLES. Repeals obsolete provisions relating to annual motor vehicle registration.

RELATING TO HIGHWAY SAFETY. Enacts the recommendations of the Ignition Interlock Implementation Task Force made pursuant to Act 171, Session Laws of Hawaii 2008. Effective January 1, 2011.

RELATING TO TRANSPORTATION. Raises rental motor vehicle customer facility charge from $1/day to $4.50/day. Appropriates funds out of the Rental Motor Vehicle Customer Facility Charge Special Fund for multiple purposes.

RELATING TO TRANSFER OF STATE HIGHWAYS. Creates a pilot project to transfer jurisdiction of the maintenance of state highways in Maui county from the state department of transportation to the Maui department of public works.

RELATING TO COST SHARING IN THE RELOCATION AND UNDERGROUNDING OF UTILITY FACILITIES. Requires utility entities to provide their share of the funds in a timely manner in any contract involving not only state or county funds, but supplemental funds from utility entities to ensure sufficient funds are available to cover the amount required by the contract. Effective July 1, 2050.

RELATING TO COMMERCIAL DRIVER LICENSING. Extends the term of a commercial driver's license (CDL) for persons 21 years through 71 years of age, from six years to eight years to prepare for the REAL ID Act. Includes as an exception to the expiration of the CDL if the licensee is 72 year of age or older, the suspension or cancellation of the CDL. Appropriates $8,000 out of the State Highway Fund to implement the extension.

RELATING TO SAFETY INSPECTION OF MOTOR CARRIER VEHICLES. Conform sections 286-207 and 286-209, HRS to be compatible to the Federal Motor Carrier Safety Regulations (FMCSR) and avoid any type of sanctions levied by the FMCSA.

DECISION MAKING TO FOLLOW

· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
