RELATING TO CONFORMITY OF THE HAWAII INCOME TAX LAW TO THE INTERNAL REVENUE CODE. Conforming amendments to the Hawaii income tax law based upon amendments to the Internal Revenue Code for calendar year 2009.

RELATING TO STATE BONDS. Repeals Act 112, Session Laws of Hawaii 2009, which authorized the issuance of special purpose revenue bonds to assist Carbon Diversion Inc.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Amends the definition of "sewer worker" for purposes of the Employees' Retirement System to include sewer maintenance working supervisors, wastewater collection system inspection supervisors, wastewater collection system district supervisors, and wastewater collection system field services supervisors.

RELATING TO MEASUREMENT STANDARDS. Establishes the Weights and Measurements Special Fund. Requires the Board of Agriculture to adopt or amend rules to impose or increase fees authorized to be charged under Chapter 486, Hawaii Revised Statutes, to cover the cost of the Measurement Standards Program. Effective January 20, 2020.

RELATING TO GENERAL EXCISE TAX. Repeals the sunset provisions with respect to general excise tax exemptions for condominium submanagers, suboperators, and timeshare associations. Specifies that the $400,000 cap is based on the taxable amount due and not the gross receipts.

MAKING AN EMERGENCY APPROPRIATION FOR HAWAII HEALTH SYSTEMS CORPORATION FOR OPERATIONAL COSTS. Appropriates emergency funding to the Hawaii Health Systems Corporation to ensure the continuous delivery of critical health care services and for the payment of HHSC's operational costs, and establish the Big Island Rural Interdisciplinary Program in the East Hawaii region.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
