RELATING TO LITTER CONTROL. Increases the fine for littering. Requires moneys to be deposited into the county general fund for the county that imposed the fine or if the fine is imposed by the state, into a special account in the state general fund for use by the state law enforcement agency that issued the littering citation. RELATING TO LEAF BLOWERS. Prohibits the use of gas power leaf blowers; prohibits the use of leaf blowers on or near residential zones, except within allowed time periods; prohibits leaf blowing operations from blowing debris onto adjacent property without permission; effective 7/1/11. (SD2)

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST HONOLULU SEAWATER AIR CONDITIONING LLC PROJECTS ON THE ISLAND OF OAHU. Extends the authorization to issue special purpose revenue bonds for Honolulu Seawater Air Conditioning LLC. Effective 6/29/2099. (SD2)

RELATING TO ENERGY EFFICIENCY. Amends the "lead by example" goals of state energy efficiency to target 30% energy efficiency by 2030. (SD1)

RELATING TO RETAIL WHEELING. Requires the public utilities commission to establish rules and policies and issue orders related to retail wheeling to enable renewable energy producers operating on state lands to sell electricity directly to state government entities located on the same island as the producer. RELATING TO ELECTRIC VEHICLES. Exempts electric vehicles and electric vehicle charging systems from the general excise tax from 07/01/2015 to before 01/01/2020. (SD1)

RELATING TO RENEWABLE ENERGY. Requires gas utility companies to annually report to the public utilities commission information on the use of renewable energy resources. Defines feedstock, total feedstock, and non-petroleum feedstock. (SD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
