RELATING TO RENEWABLE PORTFOLIO STANDARDS. Amends definition of "renewable electrical energy" to include, beginning January 1, 2015, customer-sited, grid-connected renewable energy generation.

RELATING TO PUBLIC UTILITIES. Permits electric utilities to recover costs and earn a 15% rate of return from ratepayers on investments and installations of voltage regulation technologies that meet specified standards.

RELATING TO ENERGY. Ensures that agencies that enter into energy performance contracts shall continue to receive budget appropriations for energy expenditures in an amount that shall not fall below the pre-performance contract budget.

RELATING TO TAXATION. Requires a marine terminal operator, rather than a distributor, to collect the environmental response tax from the owner of petroleum products at the time those products are received at the terminal.

RELATING TO CONDOMINIUMS. Gives boards of directors authority to install or allow the installation of solar energy or wind energy devices on the common elements of condominiums.

RELATING TO THE DEPOSIT BEVERAGE CONTAINER PROGRAM. Removes the exemption for dietary supplements from the deposit beverage container program.

RELATING TO INVASIVE SPECIES. Authorizes owners of adjoining property to enter private property to remove invasive species.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
