RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY.

Authorizes the Natural Energy Laboratory of Hawaii Authority (NELHA) to acquire, hold, and sell qualified securities subject to certain conditions.  Authorizes NELHA to accept donations of money, property, and services.  (HB2831 HD2)

RELATING TO ECONOMIC DEVELOPMENT.

Amends the State Private Investment Fund Program to establish a managing board; authorizes insurance company tax credits to be used as a fund guarantee; establishes investment limits; requires investments in successful venture capital firms with experienced managers and an ability to mentor entrepreneurs; sets a target of 30% of investments in Hawaii-based businesses; directs that returns exceeding fund expenses, debts, and investor equity interests be deposited into the general fund.  Effective July 1, 2020.  (HB2945 HD2)

RELATING TO PROCUREMENT.

Amends the Hawaii public procurement code to set time limits or awards in the request for proposal process, make public contracts effective as of the notice of the award, specify that the solicitation, offer, bid, or proposal and the award notice constitute the entire contract, and provide that a subsequent written and executed contract is not required.  Requires the State Procurement Office to authorize reseller agreements in multi-state contracting agreements.  Requires the Procurement Policy Board to adopt rules to promote Hawaii businesses.  (HB2133 HD1)
