RELATING TO OUT-OF-STATE OFFICES. Beginning July 1, 2010, requires the auditor to conduct at least every two years a management and financial audit of the department of business, economic development, and tourism out-of-state offices; requires reports to the legislature; repeals exemption from audit and accounting requirements for out-of-state offices.

RELATING TO THE HAWAII SPORTS COMMISSION. Enhances Hawaii's economy by establishing a Hawaii Sports Commission and attaching it to the Department of Business, Economic Development, and Tourism to attract, develop, and promote sports and sporting events.

RELATING TO TECHNOLOGY. Establishes an office of telework promotion and broadband assistance and a broadband advisory council; establishes a work group to develop procedures for streamlined permitting functions applicable to development of broadband services or technology; requires all state agencies to report annually to the legislature on expenditures of federal moneys for broadband facilities, services, equipment, or contracts.

RELATING TO DIGITAL MEDIA. Establishes digital media enterprise subzones as unspecified geographic areas surrounding University of Hawaii campuses that are also designated as enterprise zones; establishes tax benefits for digital media infrastructure development and operation and local workforce employment; authorizes insurance companies to invest in qualified digital media infrastructure projects in lieu of pay certain state taxes; renames and amends the Hawaii television and film development special fund to the Hawaii film office special fund; sunsets on 6/30/2020.
