RELATING TO INFORMATION TECHNOLOGY. Implements the information technology recommendations of auditor's Report No. 09-06; establishes within the office of the governor a chief information officer and information technology steering committee to organize, manage, and oversee statewide information technology governance.

RELATING TO CAPITAL INVESTMENTS. Defines agency-wide technology and computer system projects as capital investments to allow them to be financed with bond funds and depreciated as capital investments.

RELATING TO TECHNOLOGY. Establishes an office of telework promotion and broadband assistance and a broadband advisory council; establishes a work group to develop procedures for streamlined permitting functions applicable to development of broadband services or technology; requires all state agencies to report annually to the legislature on expenditures of federal moneys for broadband facilities, services, equipment, or contracts.

RELATING TO TAXATION. Adopts amendments to Hawaii tax laws to implement the streamlined sales and use tax agreement. Effective when the State becomes a party to the Streamlined Sales and Use Tax Agreement.
