RELATING TO ECONOMIC DEVELOPMENT.

Amends the State private investment fund to direct its investment capital to venture capital funds that commit to equity investments in businesses located within the state and demonstrate ability to mentor entrepreneurs; Authorizes $      in tax credits to be used by the fund as collateral.

RELATING TO ECONOMIC DEVELOPMENT.

Expands the procurement preference for high technology goods or services provided by Hawaii businesses; specifies a five per cent preference; requires the state procurement office to report to the 2012 legislature on implementation of the preference; requires the state procurement office to authorize reseller agreements in multi-state contracting agreements.

RELATING TO OUT-OF-STATE OFFICES.

Beginning July 1, 2010, requires the auditor to conduct at least every two years a management and financial audit of the department of business, economic development, and tourism out-of-state offices; requires reports to the legislature; repeals exemption from audit and accounting requirements for out-of-state offices.

RELATING TO PUBLICITY RIGHTS NAMES AS DISTINGUISHED FROM TRADE NAMES AND SPECIFYING REGISTRATION PROCEDURES FOR PUBLICITY RIGHTS NAMES BY AMENDING CHAPTER 482P.

Renames "publicity rights trade name registration" as "publicity rights name registration" under chapter 482P, Hawaii Revised Statutes; gives the department of commerce and consumer affairs discretion to implement the law in a manner that complies with the law's legislative intent.

RELATING TO TAXATION.

Provides tax credits for the investment, transportation expenditures, and certain payroll costs associated with a qualified live musical or theatrical production or qualified musical or theatrical facility infrastructure project.
