RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST KAIMUKI CHRISTIAN SCHOOL. Authorizes the issuance of special purpose revenue bonds for Kaimuki Christian School.

RELATING TO EDUCATION. Establishes a voluntary career mentoring program in the department of education to provide high school students with contact information for retirees who volunteer to share experience and knowledge about potential careers.

RELATING TO EDUCATION. Requires the department of education to provide a minimum of 190 instructional days in each school year.

RELATING TO EDUCATION BUDGET. Requires the Department of Education to use zero-based budgeting principles in formulating the budget for the 2011-2012 fiscal year.

RELATING TO ENVIRONMENTALLY SENSITIVE PRODUCTS. Requires the department of education to give first preference to environmentally-sensitive cleaning and maintenance products that carry the design for the environment label designated by the United States Environmental Protection Agency for use in public schools.

RELATING TO EDUCATION. Amends the Educational Accountability System to include additional requirements for the Department of Education, Superintendent of Education, and Board of Education. Establishes a school grading system based on certain criteria as well as a report card system to be furnished to parents. Requires the establishment of a longitudinal data collection system.

RELATING TO EDUCATION. Provides a specific set of student rights and creates a mechanism by which the Department of Education's success at upholding these rights may be monitored and improved upon.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
