RELATING TO RESEARCH. Requires the department of education, the University of Hawaii, and the department of labor and industrial relations to share data to support research that will improve educational and workforce outcomes and meet the longitudinal data requirements of the federal American Recovery and Reinvestment Act of 2009.

RELATING TO HOUSING. Increases the minimum number of members on the board of directors of the Hawaii public housing authority who are directly assisted by the authority under the federal low-rent public housing or federal section 8 tenant-based housing assistance payments program from one to two.

RELATING TO HOUSING DEVELOPMENT. Amends the criteria for approval by the Hawaii community development authority of substitute reserved housing projects to be constructed within and outside of the geographic boundaries of the authority's jurisdiction. (SD1)

RELATING TO LANDS CONTROLLED BY THE STATE. Authorizes the department of Hawaiian home lands and the board of land and natural resources to transfer title in fee simple to lessees of homestead lands. (SD1)

RELATING TO NET ZERO ENERGY CAPABLE NEW HOMES. Mandates that all new single-family residential home construction shall be net zero capable by 2015.

RELATING TO HOUSING. Allows grandchildren of elderly housing project residents to temporarily reside with the residents in certain family crisis situations. Affords residents evicted for raising grandchildren-in-crisis in their housing project units, priority status to return to project housing.
