RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Authorizes the Hawaii public housing authority to assess all the units in a state public housing project for common area expenses. Eliminates most procedural requirements to hearings for eviction of tenants from public housing but requires written notice per federal law. Requires evictions from state low-income housing to be conducted by hearings officers appointed by the authority. Clarifies that for federal low‑income housing, hearings shall be conducted by eviction board. Authorizes an eviction board or hearings officer to consider a tenant's involvement in the tenant's child's school in making a determination. Prohibits the authority from selling any land developed for any public housing project.

RELATING TO PUBLIC HOUSING. Amends criminal trespass in the first degree to include a person who enters or remains unlawfully in or upon the premises of a public housing project after reasonable request or warning to leave by housing authorities; excludes an invited guest.

RELATING TO LOW-INCOME HOUSING. Establishes a program for granting low-income housing tax credit loans in lieu of low-income housing tax credits administered by the Hawaii housing finance and development corporation. Authorizes issuance of general obligation bonds to fund the loans.

RELATING TO EDUCATION. Appropriates a portion of the department of education's annual operating budget to support Teach For America in Hawaii to train, sustain, and prepare outstanding college graduates in order to become teachers in the Hawaii department of education.

RELATING TO EXTRACURRICULAR ACTIVITIES. Allows home-schooled students to participate on an equal basis in extracurricular activities offered at the public school they would otherwise be required to attend.

RELATING TO EDUCATION. Establishes a voluntary career mentoring program in the department of education to provide high school students with contact information for retirees who volunteer to share experience and knowledge about potential careers.

RELATING TO TRANSPORTATION OF SCHOOL CHILDREN. Requires the Department of Education to provide suitable transportation to and from school and for educational field trips for all children in grades kindergarten to twelve and in special education classes.

RELATING TO EDUCATION. Amends law to require that children who are at least 5 years of age on or before August 1 of the school year attend a public school kindergarten.

RELATING TO THE EARLY LEARNING COUNCIL. Allows the early learning council to conduct meetings by teleconference. Sets out quorum requirements and public notice and participation requirements for teleconference meetings.

RELATING TO EARLY EDUCATION. Establishes a pilot program making junior kindergarten and kindergarten attendance mandatory in one public school complex on each island. Requires DOE to report to legislature. Sunsets 5/31/2013.

RELATING TO EDUCATION. Authorizes the issuance of general obligation bonds to fund department of education repair and maintenance projects (part I). Provides a temporary exemption from procurement laws to the department of education in order to expedite repair and maintenance capital improvement projects (part II).

Establishes a two-year pilot project within a designated complex area, authorizing the complex area superintendent to reallocate resources within the schools in the complex area to achieve greater efficiency and cost-effectiveness. Requires interim and final reports to the legislature.

RELATING TO DEPARTMENT OF EDUCATION FUNDS. Allows the Department of Education to reprioritize and redistribute certain funds for purposes of restructuring.

RELATING TO THE DEPARTMENT OF EDUCATION. Authorizes the department of education to make rules governing traffic and parking conditions on roadways and other areas under the jurisdiction of the department, including rules for the assessment of parking fees. Establishes the department of education parking revolving fund. Provides that parking fees collected by the school principal or designee shall be deposited to the credit of the school's nonappropriated local school fund account.

RELATING TO EDUCATION. Removes unnecessary restrictions on the use of food distribution program revolving funds. Allows the use of food distribution program revolving funds to support the administration and operation of the food distribution program pursuant to 7 Code of Federal Regulations section 250.15.

RELATING TO EDUCATION. Amends the Educational Accountability System to include additional requirements for the Department of Education, Superintendent of Education, and Board of Education. Establishes a school grading system based on certain criteria as well as a report card system to be furnished to parents. Requires the establishment of a longitudinal data collection system.

RELATING TO SALARIES. Repeals the salary caps of the superintendent, state librarian, and other state and complex area leadership positions specified under section 302A-621, Hawaii Revised Statutes.

RELATING TO EDUCATION. Amends salary caps for the superintendent of education, deputy superintendent, assistant superintendents, and complex area superintendents. Takes effect July 1, 2011.
