RELATING TO AFFORDABLE HOUSING. Expedites the construction of affordable housing units by requiring ministerial permits associated with the project to be issued by the state or county within forty-five days of acceptance of the permit application for the project.

RELATING TO AFFORDABLE HOUSING. Shortens the time period within which counties may accept or reject requests for dedication of infrastructure for affordable housing. Clarifies provisions to facilitate the expeditious development of affordable housing.

RELATING TO INDEMNIFICATION OF COUNTY AGENCIES. Facilitates the process by which the department of education obtains approval for the State to indemnify, defend, and hold harmless a county agency, its officers, agents, and employees for public school purposes and functions on county facilities.

RELATING TO INTOXICATING LIQUOR. Prohibits possession of open liquor containers in public housing common areas and on public streets and sidewalks.

RELATING TO THE COUNTIES. Expands the use of community facilities district special taxes to include educational services, including teacher salaries.

RELATING TO HOUSING. Creates an anti-speculation capital gains tax on real property. Requires public housing provided by county or state financing to remain affordable in perpetuity. Provides that the restriction on the resale of affordable housing to "qualified residents" shall apply in perpetuity.

· In person: 1 copy of their testimony to the committee clerk, Room 230, State Capitol.
· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
