Clarifies that the public utilities commission shall treat retail intrastate telecommunications services as fully competitive.  Clarifies that the fully competitive designation shall not apply to services provided according to the statutory obligations of telecommunications carriers.

Requires promotional materials and tickets for public events to include the name and contact information of the promoter of the event.

Clarifies that the statutorily required auditor's review of new regulatory measures does not interfere with the Legislature's constitutional legislative function and may be waived under specified circumstances.

Appropriates moneys for the reorganization of the PUC and the division of consumer advocacy.

RELATING TO CAPTIVE INSURANCE COMPANIES.

Amends the frequency of statutorily required captive insurance company examinations from once every three years to once every five years, unless otherwise required by the Insurance Commissioner.  Requires risk retention captive insurance companies to undergo examination within three years of formation.  Eliminates reference to a repealed provision on minimum surplus requirements for captive insurance companies.  Requires protected cell accounts established by sponsored captive insurance companies to be operated only under the forms of business organizations authorized by the Insurance Commissioner.

RELATING TO VETERINARY MEDICINE.

Permits the board of veterinary medicine to revoke or suspend a license or fine a licensee for conduct or practice that violates recognized principles of veterinary medical ethics.

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
