RELATING TO COST SHARING IN THE RELOCATION AND UNDERGROUNDING OF UTILITY FACILITIES. Allocates cost share among highway agencies and utilities for projects involving the removal, relocation, replacement, or reconstruction of utility facilities that border state or county highways. Clarifies federal funding share for cost of undergrounding utility facilities. Effective July 1, 2050. (SB2756 HD1)

RELATING TO ATHLETIC TRAINERS. Requires the Auditor to conduct a sunrise analysis of the licensure of athletic trainers. (SB2601 HD1)

RELATING TO MEDICAL AND REHABILITATION BENEFITS. Clarifies that a physician or surgeon may conduct diagnostic testing or engage in a one-time consultation for a subspecialty diagnostic evaluation and treatment recommendations from a board certified or licensed specialist. Allows for the one-time consultation to be referred to a board certified or licensed specialist working in a facility in which a physician or surgeon may have a financial interest. (SB2566 HD1)

RELATING TO INSURANCE. Requires EUTF health benefits plans to allow enrollees to continue the same prescription drug coverage for current enrollees, and applies this provision retroactively to the 2009 EUTF open enrollment period. Prohibits the Department of Human Services from requiring its approval for a Medicaid or QUEST health plan to deliver services through telehealth, and from requiring in-person health care visits to qualify telehealth services for coverage under these health plans. Effective July 1, 2020. (SB2494 HD1)

RELATING TO HEALTH INSURANCE. Mandates health insurance coverage for colorectal-cancer screening based on the recommendations of the U.S. Preventive Services Task Force. Requires health insurance providers in Hawaii to provide their insured with information about the risks of undiagnosed colorectal cancer and encourage their insured to consult with their physician about screening options. Effective January 1, 2050. (SB2599 HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
