RELATING TO INTRASTATE TELECOMMUNICATIONS SERVICES. Clarifies that the public utilities commission shall treat retail intrastate telecommunications services as fully competitive. Clarifies that the fully competitive designation shall not apply to services provided according to the statutory obligations of telecommunications carriers. (SD1)

RELATING TO REAL ESTATE LICENSEES. Requires that a real estate broker or salesperson possess a high school diploma or its equivalent. Increases the continuing education requirement for real estate licensees from ten to twenty hours in a two-year period.

RELATING TO INSURANCE CLAIMS ADJUSTERS. Allows a claims adjuster to take an examination approved by the Risk Management Agency of the United States Department of Agriculture in order to qualify for a limited insurance adjuster's license.

RELATING TO CAPTIVE INSURANCE COMPANIES. Amends the frequency of statutorily required captive insurance company examinations from once every three years to once every five years, unless otherwise required by the Insurance Commissioner. Requires risk retention captive insurance companies to undergo examination within three years of formation. Eliminates reference to a repealed provision on minimum surplus requirements for captive insurance companies. Requires protected cell accounts established by sponsored captive insurance companies to be operated only under the forms of business organizations authorized by the Insurance Commissioner. (SD1)

RELATING TO DENTAL SERVICES. Prohibits an accident and health or sickness insurer, mutual benefit society, health maintenance organization, or dental service organization from requiring a dentist who provides services to its subscribers to accept a fee set by the accident and health or sickness insurer, mutual benefit society, health maintenance organization, or dental service organization unless the services are covered under the applicable subscriber agreement. Effective July 1, 2020. (HB1896 HD1)

RELATING TO PRESCRIPTION DRUGS. Requires providers of accident or health and sickness insurance to base prescription drug coverage on a drug formulary or prior authorization requirement established and regularly updated by a drug formulary advisory board whose membership includes practicing physicians, pharmacists, and health care practitioners. Requires the Insurance Commissioner to provide administrative oversight to ensure compliance by the various insurers. Effective July 1, 2020. (HB2096 HD1)

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
