RELATING TO ELECTRICIANS. Reduces the minimum experience requirements to obtain licenses for certain types of electricians, and specifies the types of electricians a journey worker specialty electrician must train under.

RELATING TO HEALTH CLUBS. Allows military personnel deployed outside the State on federal active duty to cancel or suspend health club membership at any time during the contract term under certain conditions.

Extends the minimum expiration period for gift certificates other than paper certificates from two to five years; limits issuance fees to 15% of face value of the certificate or $7.50; amends the definition of "gift certificate;" defines "service fee" to exclude issuance fees. RELATING TO DENTAL SERVICES. Prohibits an accident and health or sickness insurer, mutual benefit society, health maintenance organization, or dental service organization from requiring a dentist who provides services to its subscribers to accept a fee set by the accident and health or sickness insurer, mutual benefit society, health maintenance organization, or dental service organization unless the services are covered under the applicable subscriber agreement. RELATING TO PHARMACIST LICENSURE. Broadens the practical experience requirements for a pharmacist license to include experience obtained in U.S. territories and the District of Columbia. Removes the requirement that supervision must take place in a pharmacy. Broadens the experience requirements to relate to the practice of pharmacy. (HB2056 HD1)

RELATING TO PRACTICE OF PHARMACY. Amends the definition of "practice of pharmacy" by allowing immunizations to be administered to persons at least nine years of age with parental consent. Effective July 1, 2020. (HB2464 HD1)

RELATING TO PRESCRIPTION DRUGS. Requires providers of accident or health and sickness insurance to base prescription drug coverage on a drug formulary or prior authorization requirement established and regularly updated by a drug formulary advisory board whose membership includes practicing physicians, pharmacists, and health care practitioners. Requires the Insurance Commissioner to provide administrative oversight to ensure compliance by the various insurers. Effective July 1, 2020. (HB2096 HD1)

RELATING TO INSURANCE. Requires health insurers and like entities to offer at least the same drug coverage to the insured that the insured had under the insured's previous policy with a different insurer or like entity. Effective July 1, 2020. (HB2461 HD1)

RELATING TO INSURANCE. Requires health insurers to promptly pay claims for services to medicaid recipients, by repealing the exemption for medicaid claims from the clean claims law. Requires the Department of Human Services to pay health plans with interest when payment is delayed, except under certain circumstances beyond the department's control. Effective July 1, 2020. RELATING TO PHOTOVOLTAIC READY NEW RESIDENTIAL HOMES. Requires that new single-family residential construction incorporate design elements and minimum equipment installation at the time of construction so as to facilitate the future adoption of a photovoltaic system.

RELATING TO NET ZERO ENERGY CAPABLE CONSTRUCTION. Requires all new single-family residential construction be designed to be "net zero energy capable" as of 1/1/15.

RELATING TO RENEWABLE PORTFOLIO STANDARDS. Amends definition of "renewable electrical energy" to include, beginning January 1, 2015, customer-sited, grid-connected renewable energy generation.
