RELATING TO PHOTOVOLTAIC READY NEW RESIDENTIAL HOMES. Requires that new single-family residential construction incorporate design elements and minimum equipment installation at the time of construction so as to facilitate the future adoption of a photovoltaic system.

RELATING TO NET ZERO ENERGY CAPABLE CONSTRUCTION. Requires all new single-family residential construction be designed to be "net zero energy capable" as of 1/1/15.

RELATING TO RENEWABLE PORTFOLIO STANDARDS. Amends definition of "renewable electrical energy" to include, beginning January 1, 2015, customer-sited, grid-connected renewable energy generation.

RELATING TO CONDOMINIUMS. Gives boards of directors authority to install or allow the installation of solar energy or wind energy devices on the common elements of condominiums. (HB 2197 HD1)

RELATING TO CONTINUING EDUCATION FOR NURSES. Requires nurses licensed in the state to complete 15 hours of continuing education during each two-year license period as a requirement for license renewal. (HB2205 HD1)

RELATING TO LICENSING. Revises the minimum requirements for licensure of electricians. Effective July 1, 2013. (HB2921 HD1)

RELATING TO PSYCHOLOGICAL TESTING. Authorizes social workers, marriage and family therapists, advanced practice registered nurses, and physician assistants to engage in psychological testing, provided that they hold at least master's degrees. Defines "psychological testing".

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:

FAX: For comments less than 5 pages in length, transmit to the CPC Vice Chair 586-6621 (for Oahu) or 1-800-535-3859 (Neighbor Islanders with no e-mail access);
EMAIL: For comments less than 5 pages in length, transmit to CPCtestimony@Capitol.hawaii.gov ; or
WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
If you require special assistance or auxiliary aids and/or services to participate in the House public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the CPC Committee Clerk at 586-6173 or email your request for an interpreter to HouseInterpreter@Capitol.hawaii.gov at least 24 hours prior to the hearing for arrangements.
