RELATING TO MEDICAL AND REHABILITATION BENEFITS.

Clarifies that a physician or surgeon may conduct diagnostic testing or engage in a one-time consultation for a subspecialty diagnostic evaluation and treatment recommendations from a board certified or licensed specialist.

RELATING TO CONTRACTORS.

Subjects a contractor to revocation or suspension of license for knowingly or intentionally employing a person who is not eligible to work in the United States under federal law to perform work on any project or operation.

RELATING TO CONSTRUCTION SITES.

Establishes a construction site inspection task force to be led by the department of commerce and consumer affairs to investigate and inspect construction sites for unlicensed contractors, illegal workers, and workplace safety violations.

RELATING TO CONTRACTORS LICENSES.

Clarifies that a specialty contractor may execute a contract involving the use of two or more crafts or trades if the performance of the craft or trade other than that in which the contractor holds a specialty license constitutes less than one-half of one per cent of the total monetary value of the project.

RELATING TO THE WIRELESS ENHANCED 911 FUND.

Requires an independent audit of the wireless enhanced 911 fund annually.  Specifies that the audit shall include information on the status of projects undertaken or planned by public safety answering points.  Specifies that the results of the audit shall be included in the board's annual report to the legislature.

RELATING TO COST SHARING IN THE RELOCATION AND UNDERGROUNDING OF UTILITY FACILITIES.

Requires any utility owner whose facility occupies State Highway right-of-way to provide their share of relocation costs up front to the affected state agency for encumbrance of funds in related contracts.  Exempts telecommunications carriers.  (HB2603 HD1)

RELATING TO HEALTH INSURANCE.

Mandates health insurance coverage for colorectal cancer screening and that the insurer provide the insured with information about the risks of undiagnosed colorectal cancer and encourage the insured to consult with their physician about screening options.  (HB823 HD1)

RELATING TO MIXED MARTIAL ARTS.

Includes amateur mixed martial arts under the regulation of mixed martial arts by the Department of Commerce and Consumer Affairs.

RELATING TO MIXED MARTIAL ARTS CONTESTS.

Removes requirement that a mixed martial arts contest promoter pay 2% of gross sales price relating to broadcasting, television, Internet, and motion picture rights in order to receive a permit.

Status

RELATING TO PROFESSIONS AND OCCUPATIONS.

Repeals the regulatory programs for marriage and family therapists, dispensing opticians, occupational therapists, athlete agents, hearing aid dealers and fitters, and electrologists.  Replaces the regulatory boards for Barbering and Cosmetology, and Speech Pathologists and Audiologists, with the Department of Commerce and Consumer Affairs.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
