RELATING TO APPRAISALS. Requires a real estate appraiser to rely on the Uniform Standards of Professional Appraisal Practice when acting as an appraiser in an arbitration to guide the arbitrator's decision regarding an award. (SD1)

RELATING TO REAL ESTATE LICENSEES. Increases the continuing education requirement for real estate licensees from ten hours to twenty hours in a two-year period.

RELATING TO MORTGAGE FORECLOSURES. Requires the mortgagee in an alternate power of sale foreclosure procedure to attach a copy of the original, signed mortgage agreement and any amendments thereto to the notice of default.

RELATING TO THE MOTOR VEHICLE INDUSTRY LICENSING ACT. Increases the grounds for license revocations.

RELATING TO THE PERMITTED TRANSFERS IN TRUST ACT. Creates the Permitted Transfers in Trust Act to govern transfers of currency, bonds, and securities from a transferor to a trustee by means of an irrevocable trust instrument. Specifies that the rule against perpetuities does not apply to transfers pursuant to the Permitted Transfers in Trust Act.

RELATING TO MIXED MARTIAL ARTS. Includes amateur mixed martial arts under the regulation of mixed martial arts by the Department of Commerce and Consumer Affairs.

RELATING TO MIXED MARTIAL ARTS CONTESTS. Removes requirement that a mixed martial arts contest promoter pay 2% of gross sales price relating to broadcasting, television, Internet, and motion picture rights in order to receive a permit.

RELATING TO UTILITIES REGULATION. Appropriates moneys for the reorganization of the PUC and the division of consumer advocacy.

RELATING TO PUBLIC ACCOUNTANCY. Replaces the quality review committee under the state board of public accountancy with a peer review committee.

RELATING TO PUBLIC ACCOUNTANCY. Requires public accountancy firms to undergo peer review on a periodic basis, following the adoption of rules for peer review and firm permits.

RELATING TO PROFESSIONS AND OCCUPATIONS. Repeals the regulatory programs for marriage and family therapists, dispensing opticians, occupational therapists, athlete agents, hearing aid dealers and fitters, and electrologists. Replaces the regulatory boards for Barbering and Cosmetology, and Speech Pathologists and Audiologists, with the Department of Commerce and Consumer Affairs.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
