RELATING TO COUNTIES. Extends the power to appoint county liquor administrators to the county liquor control adjudication boards.

RELATING TO DISHONORED CHECKS. Clarifies that payees or holders in due course may assess a service charge up to $30 for a dishonored check.

RELATING TO GROUP LIFE INSURANCE. Requires insurance commissioner approval of the issuance of group life insurance policies that cover other than the listed groups. Expands group disability insurance to include groups other than the listed groups.

RELATING TO TAXATION. Requires holders of professional or vocational licenses to provide to the department of commerce and consumer affairs a tax clearance issued by the department of taxation as a condition to license issuance or renewal.

RELATING TO OWNER-BUILDERS. Amends Chapter 444 by: (1) Allowing an exemption for the sale or lease of a property by an owner builder prior to the expiration of the one-year prohibition period in the event of hardship; (2) Defining when a construction or improvement is completed; (3) Exempting improvements of less than $10,000 in value; (4) Exempting lenders and mortgages in cases of non-judicial foreclosure; (5) Creating a rebuttable presumption that an owner or lessee is in violation when more than one exemption is obtained within five years. Increases the handyman exemption to $2,000.

RELATING TO CONDOMINIUMS. Clarifies that any condominium developed after 7/1/06 is subject to chapter 514B, HRS; limits condominium maps to two dimensional renderings.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
