SENATE CONCURRENT

RESOLUTION

 

 

requesting AN evaluation of the federal process for procurement notice contained in title 41 United States Code section 416.

 

 


     WHEREAS, following the 2009 Legislative Session, the Chairs of the Senate Committee on Economic Development and Technology and the House Committee on Economic Revitalization, Business and Military Affairs convened a Technology Caucus Work Group to bring together industry stakeholders and interested policymakers to develop recommendations for legislation to enhance Hawaii's struggling economy; and

 

     WHEREAS, the Work Group provided a forum to review the current status of Hawaii's science/technology industry, identify state or county actions that impede long-term growth and expansion of technology companies, and develop recommendations to address these impediments; and

 

     WHEREAS, the Work Group also identified best practices supporting the growth and development of science/technology industries in other jurisdictions to aid in developing proposed suggestions for future legislation; and

 

     WHEREAS, through its sub-groups – General Financing, Enabling Environment, Research and Development, Renewable Energy, and Creative Media – and the October 2009 Think Tech Forum, the Work Group developed a package of legislation for submission to the 2010 Legislature; and

 

     WHEREAS, the Work Group has identified aligning federal and state procurement procedures as a means of assisting Hawaii science/technology businesses in their efforts to become more effective in competing for federal and state procurement contracts; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the House of Representatives concurring, that the Department of Accounting and General Services is requested to evaluate the federal process for procurement notice contained in title 41 United States Code section 416; and

 

     BE IT FURTHER RESOLVED that the Department is requested to propose administrative rules or other means to provide the State with a process as comparable to the federal process as possible, including the federal requirements for a publication of a notice of solicitation by electronic means, as provided in title 41 United States Code section 416(7); and

 

     BE IT FURTHER RESOLVED that the Department shall report its findings and recommendations to the Legislature no later than twenty days prior to the Regular Session of 2011; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Comptroller and the Administrator of the State Procurement Office.
