SENATE CONCURRENT

RESOLUTION

 

 

ENCOURAGING THE DEPARTMENT OF EDUCATION TO EXPAND IMPLEMENTATION OF THE OFFER VERSUS SERVE CONCEPT TO ALL PUBLIC SCHOOLS IN THE STATE TO FURTHER REDUCE FOOD AND MILK WASTE.

 

 


     WHEREAS, 42 United States Code 1758 requires that schools participating in the National School Lunch Program offer students fluid milk in a variety of fat contents with their school lunches; and

 

     WHEREAS, some of the milk that is distributed with school lunches in Hawaii's public schools is not consumed and is thrown away instead, wasting valuable state funds and opportunities for students to consume nutritious beverages with their lunches; and

 

     WHEREAS, the Department of Education has taken steps to reduce food and milk waste by implementing the United States Department of Agriculture's Offer versus Serve (OVS) concept for menu planning and determination of reimbursable school meals in certain schools in the State; and

 

     WHEREAS, the goals of the OVS concept are to reduce food waste in school meal programs and to permit students choices to select their preferred foods; and

 

     WHEREAS, through implementation of the OVS concept, some public schools offer students the option of choosing a minimum of three out of five required meal components; and

 

     WHEREAS, although implementation of the OVS concept is mandatory only for senior high schools participating in the National School Lunch Program, pursuant to Public Law 94‑105, the Department of Education issued a memorandum during the 2008‑2009 school year prompting all middle and elementary schools to also implement the OVS concept; and

 

     WHEREAS, the Legislature finds that the continued implementation and expansion of the OVS concept to all public schools in the State would reduce the waste of resources at a time of critical shortage and also ensure that students are offered nutritious lunches; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the House of Representatives concurring, that the Department of Education is encouraged to continue implementation of the OVS concept and expand implementation of the OVS concept to all public schools in the State to further reduce food and milk waste; and

 

     BE IT FURTHER RESOLVED that the Department of Education is requested to report to the Legislature the status of expanding implementation of the OVS concept to all public schools no later than twenty days prior to the convening of the Regular Session of 2011; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Superintendent of Education, Chairperson of the Board of Education, the Director of Health, and the Chairperson of the Board of Agriculture.
