SENATE CONCURRENT
RESOLUTION
urging the department of education to hire architects and engineers TO WORK IN TEAMS TO INVESTIGATE THE CONDITION OF SCHOOL BUILDINGS AND INFRASTRUCTURE IN each school complex and TO develop a twenty-five year long-range maintenance management plan for EACH school complex.
WHEREAS, Hawaii's future depends on its youth; and
WHEREAS, today's investment in Hawaii's youth will determine the course of the State in the years to come; and
WHEREAS, one of the greatest investments that this State can make is to provide children with the best possible educational opportunities; and
WHEREAS, a proper scholastic environment that is safe, secure, well-maintained, and clean has proven to be a key contributor to a child's capacity to learn; and
WHEREAS, in 2001, the Hawaii Opinion Poll on Public Education found that run-down, poorly kept, or inadequate facilities ranked third out of the ten biggest problems facing Hawaii's public schools; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the House of Representatives concurring, that the Department of Education is requested to enter into contracts with architects and engineers to work in teams to investigate the condition of school buildings and infrastructure in each school complex and develop a twenty-five year long-range maintenance management plan for each school complex; and
BE IT FURTHER RESOLVED that the Department of Education is requested to have the architectural and engineering teams develop a program for regular maintenance and major repairs for each school complex and a twenty-five year long-range maintenance management plan and budget for each school complex; and
BE IT FURTHER RESOLVED that the Department of Education is requested to have the architectural and engineering teams serve as the trusted advisors and program managers for the school complexes and work with the Department of Education and principals within the school complex to develop the twenty-five year long-range maintenance management plans; and
BE IT FURTHER RESOLVED that the Department of Education is requested to ensure that the architects and engineers who serve on teams to investigate and develop the twenty-five year long-range maintenance and management plans for a particular school complex are ineligible to compete for the projects that are part of the plan for that departmental school district; and
BE IT FURTHER RESOLVED that the Department of Education is requested to report to the Legislature on the status of any contracts with architects and engineers hired to investigate the condition of school buildings and infrastructure in the school complexes and develop the twenty-five year long-range maintenance management plans; and
BE IT FURTHER RESOLVED that the Department of Education is requested to submit its report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2011; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Chairperson of the Board of Education, and the Superintendent of Education.
