A BILL FOR AN ACT
MAKING APPROPRIATIONS FOR CAPITAL IMPROVEMENT PROJECTS FOR THE SIXTH SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The sixth senatorial district, encompassing the islands of Moloka'i, Lana'i, and Kaho'olawe, Hana, and east and upcountry Maui, is one of the "canoe" districts. Thus, each island area has vastly different capital improvement project needs.
The purpose of this Act is to appropriate funds for capital improvement projects in the sixth senatorial district.
SECTION 2. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2009-2010:

SECTION 4. The sums appropriated shall be expended by the appropriate departments for the purposes of this Act.
SECTION 5. The director of finance is authorized to issue general obligation bonds in the sum of $67,557,000, or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2009-2010 for the purpose of funding capital improvement projects under this Act.
SECTION 6. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2012, shall lapse as of that date.
SECTION 7. This Act shall take effect on July 1, 2009.
