A BILL FOR AN ACT
relating to the university of hawaii.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the University of Hawaii receives over $400,000,000 in grants every year, yet receives only minimal funds from commercialization revenue and royalties. The purpose of this Act is to establish a task force to develop a strategic plan to increase the commercialization of the research conducted by the University of Hawaii.
SECTION 2. (a) There is established a task force to develop a strategic plan to increase the commercialization of the University of Hawaii's research. The task force shall develop a plan that includes strategic goals, action steps, and guidelines, which are derived, in part, from best practices.
(b) The task force shall consist of the following eleven members:
(1) Four members appointed by the president of the University of Hawaii, three of whom shall be from the University of Hawaii;
(2) Chief executive officer of the high technology development corporation;
(3) President of the Hawaii strategic development corporation;
(4) President of the Hawaii Science and Technology Council or a designee who shall be a member of the board of directors of the Council;
(5) President of the Hawaii Venture Capital Association or a designee who shall be a member of the board of directors of the Association; and
(6) The president of the senate, the speaker of the house of representatives, and the governor each shall appoint one member who shall have experience in the commercialization of university research.
(c) The task force shall select one of its members to serve as chairperson.
(d) The University of Hawaii shall provide administrative support for the task force.
(e) The task force shall submit to the legislature:
(1) A preliminary report, which shall contain findings and recommendations, including a preliminary strategic plan and any proposed legislation, no later than twenty days prior to the convening of the regular session of 2011; and
(2) A final report of findings and recommendations, including the finalized strategic plan and any proposed legislation, no later than twenty days prior to the convening of the regular session of 2012.
(f) The task force shall cease to exist on June 30, 2012.
SECTION 3. This Act shall take effect upon its approval.
