A BILL FOR AN ACT
relating to zipper lanes.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The department of transportation shall adopt or amend rules pursuant to chapter 91, Hawaii Revised Statutes, to restrict use of zipper lanes to motor vehicles as follows:
(1) During periods of the year when the University of Hawaii is in session, vehicles carrying at least three persons; and
(2) During periods of the year when the University of Hawaii is not in session, vehicles carrying at least two persons.
SECTION 2. This Act does not affect rights and duties that matured, penalties that were incurred, and proceedings that were begun before its effective date.
SECTION 3. This Act shall take effect upon its approval.
