HOUSE RESOLUTION
REQUESTING the formation of a crisis turnaround task force.
WHEREAS, the Legislature finds that the State of Hawaii is facing an unprecedented economic crisis that has seriously affected our quality of life, threatening the jobs and educations of Hawaii's citizens; and
WHEREAS, the Legislature believes that the people of Hawaii elected them to serve and represent their interests in State Government above the interests of their political parties and other affiliations; and
WHEREAS, the people of Hawaii already have proven capable of running their families and businesses in such a way that allows them to weather the current crisis; and
WHEREAS, the people of Hawaii have shown themselves to be increasingly interested in government affairs and the business of the Legislature through various grassroots campaigns, rallies and testimony; and
WHEREAS, the Legislature believes it is in the best interest of the State of Hawaii to increase citizen participation in government and encourage private sector ideas and initiatives that would help Hawaii overcome the current economic crisis; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, that the Governor of the State of Hawaii and the Legislature are requested to convene a Crisis Turnaround Task Force (Task Force) to examine all levels of state government spending and make recommendations for increased spending, budget cuts, reallocations of monies or whatever recommendations they deem necessary to help Hawaii through the current economic crisis; and
BE IT FURTHER RESOLVED that the Crisis Turnaround Task Force consist of four members appointed by the Governor, four members appointed by the President of the Senate, and four members appointed by the Speaker of the House with particular emphasis on creating a diverse group of that represents a variety of interests, social groups and industries; and
BE IT FURTHER RESOLVED that the Crisis Turnaround Task Force shall, in an effort to encourage transparency, be given access to all documents relating to state finances; and
BE IT FURTHER RESOLVED that all members of the Task Force shall be appointed by August 1, 2010 and meet at least four times during the Interim with every meeting recorded on film; and
BE IT FURTHER RESOLVED that the Crisis Turnaround Task Force shall submit an interim report to the Legislature no later than twenty days before the convening of the Regular Session of 2011, describing their progress and making their recommendations; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, the President of the Senate and the Speaker of the House of Representatives.
