HOUSE CONCURRENT
RESOLUTION
REQUESTING THE ECONOMIC STIMULUS OVERSIGHT COMMISSION TO EXPAND ITS MONITORING OF FEDERAL STIMULUS FUNDS AVAILABLE TO HAWAII.
WHEREAS, the Legislature passed Act 150, Session Laws of Hawaii 2009, to create expedited procedures for expending federal funds drawn down by the State from the American Recovery and Reinvestment Act of 2009, Pub. L. No. 111-5; and
WHEREAS, the objective of Act 150 was to take full advantage of these federal funds to enhance programs and services that benefit the people of Hawaii; and
WHEREAS, Act 150 also created the Economic Stimulus Oversight Commission to monitor federal stimulus funds drawn down by the State; and
WHEREAS, the stated functions of the commission are limited, and it can do more to ensure that Hawaii draws down its fair share of stimulus funding; now, therefore,
BE IT RESOLVED by the House of Representative of the Twenty-Fifth Legislature of the State of Hawaii, Regular Session of 2010, the Senate concurring, that the Economic Stimulus Oversight Commission determine the following:
(1) All federal economic stimulus program funds for which the State of Hawaii qualifies;
(2) The funds for which the State of Hawaii has applied;
(3) The funds that have been drawn down by the State of Hawaii;
(4) The distribution of funds that have been drawn down; and
(5) The uses for which the distributed funds have been expended, compared with the intended uses of the funds; and
BE IT FURTHER RESOLVED that the commission make information about the stimulus funds easily available to the public, such as through a website; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Chair of the Economic Stimulus Oversight Commission, and the Chief Executive Officer of the Healthcare Association of Hawaii.
