A BILL FOR AN ACT

relating to elections.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

     SECTION 1.  Chapter 11, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§11-   Elections procurement; exemption. The office of elections shall procure goods and services, consistent with the goals of public accountability and public procurement practices, but not subject to chapter 103D.  The office of elections may use provisions of chapter 103D, where practicable; provided that the use of one or more provisions of chapter 103D shall not constitute a waiver of this section or subject the office of elections to any other provisions of chapter 103D."

     SECTION 2.  New statutory material is underscored.

     SECTION 3.  This Act shall take effect upon its approval; provided that this Act shall be repealed on            .
