A BILL FOR AN ACT
RELATING TO TRAFFIC.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 264, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§264- Highway traffic advisory radio system; rules. To protect the health and safety of the general public and to help alleviate general traffic congestion, the department of transportation shall establish and operate a county-wide highway traffic advisory AM radio system to advise motorists of updated current traffic conditions in any county having a population of greater than three hundred thousand. The department of transportation shall adopt rules pursuant to chapter 91 to implement the purpose of this section, including determining the appropriate traffic advisory radio system."
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2009-2010 and the same sum or so much thereof as may be necessary for fiscal year 2010-2011 to establish and operate a county-wide highway traffic advisory AM radio system to advise motorists of updated current traffic conditions in any county having a population of greater than three hundred thousand.
The sum appropriated shall be expended by the department of transportation for the purposes of this Act.
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval; provided that section 2 shall take effect on July 1, 2009.
